The government is considering reform bankruptcy legislation to send consumers straight to credit help agencies. Prior to debtors filing for bankruptcy relief, they have to go through two rounds of credit help by a federally approved agency.

The Better Business Bureau registered an increase to 1,480, from 261 in 1988, of complaints about credit help agencies nationwide. The most common included deceptive and misleading fee disclosure, failed delivery of payments on time to creditors and improper advice.
